METHOD FOR DETERMINING RATIONAL NUMBER OF CITIZEN SECURITY CENTERS FOR PROTECTING POPULATION AND RURAL AREAS
Abstract
In Ukraine, one of the acute problems of our time is to ensure an acceptable level of fire safety in rural areas. One of the ways that will contribute to solving this problem is the creation of citizen security centers in territorial communities. This problem is relevant and can be reduced to the class of optimization geometric design problems, namely, to the problem of covering the given areas by the areas of departure of the units of citizen security centers, taking into account the level of integral fire risk.
In this paper, a general model of the optimal coverage of a given area by polygons with variable metric characteristics (areas of departure of operational and rescue units of citizen security centers) is given, taking into account special constraints, and specific constraints are specified.
A method has been developed for the rational coverage of given areas by polygons with variable metric characteristics. The components of this method are: placement of existing coverage objects (existing fire and rescue units) and determination of their geometric shape (departure areas) determination of permissible locations for other coverage objects; determining the minimum required number of coverage objects based on the condition of minimizing the risk for a person to die as a result of a fire; directed enumeration of options for placing coverage objects in permissible places and determining the geometric shapes of coverage objects; verification of the fulfillment of the task restrictions and the choice of such a coverage option that minimizes the target function of the task and maximizes the number of settlements that are located in the areas of departure of operational and rescue units of citizen security centers.
On the basis of the developed model and method for the rational coverage of given areas with polygons with variable metric characteristics, computer modeling was carried out to determine the rational number of citizen security centers to protect the population and rural areas.
So, for the Valky district of the Kharkov region, recommendations were developed for the creation of 4 of citizen security centers on the territory of this district. This, in turn, will reduce the level of integral fire risk in the district by almost 45%.
Further research will be aimed at developing models and methods for geometric modeling for determining a rational number of citizen security centers, taking into account limited resources.
