Abstract

The problem of partnership between higher education institutions based on a cluster approach is analyzed.
The features of an educational and scientific cluster (interdependence and cooperation between participants; strengthening each other's competitive advantages; generation of innovations in educational and scientific activities; production of synergistic effects; commercialization of scientific research), and the experience of scientific activity at Bogdan Khmelnitsky State Pedagogical University in the context of the international
cooperation during the Erasmus+ program, in the field of education, youth, and sports are described.
The characteristics of the educational and industrial cluster (training of competitive employees; development of instruments for collective bargaining regulation of labor relations, improving the efficiency of educational and industrial processes through the introduction of innovative technologies; introduction of new professions taking into account the needs of the labor market) and the advantages of its participants from cluster
interaction are identified. The interest in dual forms of education is explained (combining education in educational institutions with on-the-job training), with an emphasis on cooperation between higher education institutions and stakeholders (people who have an interest in the activities of a higher education institution, depend on it, or can have an influence on its activities), the typology and functions of which are presented using the example of the Bogdan Khmelnitsky State Pedagogical University. Areas for further research are related to the analysis of clustering processes at other levels of education, in particular specialized secondary and extracurricular education.

Key words: higher education; clustering; educational and scientific cluster; educational and industrial cluster; dual education; stakeholders.
