Partnership for change: interaction within the implementation of innovative educational activities under conditions of uncertainty
Abstract
The article reveals the essence of partnership as a strategic mechanism for the innovative development of education under conditions of contemporary uncertainty. Based on the analysis of theoretical sources and the generalisation of practical experience, the specific features of the concept of «partnership for change» are defined. Partnership is examined as a complex system of interaction between education institutions, research organisations, civil society institutions, and other social actors aimed at initiating, supporting, and scaling innovative activities. The main mechanisms of partnership – resource-oriented, communicative, project-oriented, and innovation-transfer – are systematised, and the feasibility of applying a hybrid model of partnership interaction that combines the advantages of network, inter-institutional, and cross-sectoral approaches is substantiated. The factors that ensure the adaptability of partnership networks to uncertain contexts are identified, including flexible planning, horizontal communication, and distributed leadership. An example of effective partnership in conditions of uncertainty is the implementation of the nationwide innovative educational project «New Ukrainian School, University, Community, Government – Coordination of Interaction on the TeachHub Intellectual Platform» (2021-2026), carried out in accordance with the order of the Ministry of Education and Science of Ukraine dated September 29, 2021, No. 1041. The research results demonstrate that partnership serves as an important condition for forming an innovative educational environment, increasing the resilience of education institutions, and enhancing the quality of the educational process. The article outlines prospects for further research related to developing tools for evaluating the effectiveness of partnership interaction and expanding interregional partnership practices.
