GEOMETRIC MODELING WHEN SOLVING SOME PROBLEMS IN MARTIAL LAW CONDITIONS
Abstract
In martial law, there are some tasks of geometric modeling of spatially distributed objects. First of all, measures of the legal regime of martial law, defense of civil defense facilities, public safety and order, protection of critical infrastructure, protection of rights, freedoms and legitimate interests of citizens are implemented and implemented.
The work considers determining possible losses of people in sectors of impfct as a result of the actions of unmanned systems, air attack methods. Possible losses of the population, special personnel of civil defense formations depend on many factors:the number of people in sectors of impact, the degree of awareness of the approaching danger, the degree of protection, the availabity of shelter and its condition. The number of people, who may be in the sector of impact is calculated based on its presence in certain territories of objects, industrial sites, residential areas of cities, settlements, relying on databases. In accordance with the sector of impact with the proposed terms of the level of danger such as irreversible-critical, critical and impressive, possible losses are calculated with the following consequences – critical-irreversible, with medium and severe degrees of impact and light degrees of impact.
The article indicates that it is quite easy to calculate possible losses using two-dimensional spatial analysis tools of instrumental geographic information systems. Cities, settlements, individual buildings existon electronic maps in the form of conventional symbols, approximated by polygonal objects – flat geometric figures that are bounded by a closed polyline on various electronic maps. It is proposed to use the calculate of population density for each settlement, taking into account the area of the territory – the area of the landfill, the population size by settlement. As a result of the forecast of the possible impact of multi-storey new buildings, industrial facilities, educational institutions, medical centers, warehouses with hazardous substances and others, which is kind of geometric object – a certain landfill, which in the general case сan be divided into three non-intersecting landfills – irreversible-critical, critical and impressive. Calculation of the possible namber of population in sectors with irreversible-critical, critical and impressive levels of danger, if necessary, provides timely assistance and protection.
